In reply to your letter of yesterday with enclosures, I am directed to say thatthe only observations which the Directors have to offer are the following: -
(1)
Unless the J.S.A. ere recognised as "Allies"
the Hongkong Regulations would not cover references to them. So far as we know the U.S.A. have not been officially | recognised as Allies though we endeavour to protect their interests as though they were.
(2)
In Section 4(1), line &, "circulation" might he
a better word then "dismersion".
(3)
There is still no reference to photographs, plates, etc., in the Regulations, and the Directors can only invite attention to what they wrote on this subject
in their letter of 22nd December 1916.
